A QUESTION FROM OTHERWISE · VOLUME I + II
What happens when a safeguard outlives its danger?
Institutions remember protections more reliably than the conditions that justified them. A temporary defence can become permanent simply because removing it now requires somebody to accept responsibility.
Write the expiry condition at the same time as the safeguard. A protection with no exit test is already asking to become an institution.
